Commercial Vessel Departure
Reporting
The master or agents of any foreign outbound commercial vessel is required to report to Customs its intending departure within 24 hours before departing through their agent and sent to any Customs Port or emailed to commshipsreport@frca.org.fj.
Masters of foreign vessels may require the use of shipping agents to facilitate the clearance of vessels.
Port Of Departure
The following are the approved customs sea port of departure/entry:
- Suva
- Lautoka
- Levuka
- Savusavu
Documentation
The master or Agent of all foreign outbound commercial vessels are required to submit the following documents:
- Outward Report C2
- Store List C11
- Crew List
- Passenger List C10
- Parcel List C4
- Crew Declaration List C12
- List of Dangerous Drugs
- List of Arms and Ammunition
- Manifest C3
- Declaration of Nett and unregistered tonnage and maximum draft on departure
- Declaration of explosive on Board (Form D)
Boarding Procedures
All foreign outbound commercial vessels are subject to boarding and search by Customs, Agriculture Quarantine and Health officials.
Ship Stores
Commercial vessels are eligible to apply for Ship Stores to Customs.
Application for Ship Stores C35 will be made to Customs for approval before loading.

Outward Cargo Report
The master or agent of the foreign outbound vessel is required to submit the outward cargo report if necessary within 24 hours of departure.
Other places of reporting other than the approved port of entry:
Customs may in any particular case, permit any other place to be used temporarily as a place of unloading and loading, boarding stations, place for landing and embarkation of person.
