Policy Section
The Section performs the following functions of the Authority:
- Policy Advice, Economic Analysis & Research
- provide recommendations to Government through the CEO's office on matters relating to tax, VAT and customs issues.
- preparation and finalising of the 2007 Budget Revenue Measures.
- compiling in-house recommendations for (customs and tax) to be submitted to the Revenue Technical Committee (RTC) and Revenue Policy Committee (RPC).
- preparation of parliamentary bills, cabinet papers, speech notes for Minister for Finance in Cabinet and Parliament.
- gazettal of various Acts.
- presentation to senate and parliamentary committees on money bills.
- represents FRCA to various government formed committees and forums.
- carrying out econometrical research and analysis in tax and customs areas.
- preparation of annual revenue forecast and economic modeling pertaining to sector performance and industry collections.
- analyse collection trends for executive and board.
- provide advise to government through the CEO's Office on policy matters relating to tax and customs.
- Public Affairs and Marketing
- promote and market FRCA's services to the public.
- liaise with media organisation's ensuring timely and appropriate coverage of FRCA's activities.
- keep staff informed of relevant issues and events in the Authority via the internal newsletter ‘InfoLink'.
- create customer awareness.
- responsible for customer surveys for the organisation.
- Research, Planning and Policy Development
- develop and compile the Authority's strategic planning and reporting documents, namely the Corporate Plan, Statement of Corporate Intent, Half-Year and Annual Reports.
- ensure Authority's compliance with statutory reporting requirements.
- facilitate preparation of divisional and business plans.
- monitor divisional performance based on approved plans and report appropriately.
- conducts research and analysis on areas for organisational improvements including identification of benchmarks and best practices and develop appropriate policies for such purposes.
